Hacking is less interested in statistics as a set of techniques than in it as a way of thinking. As a historian/philosopher writing about statistics, Hacking is concerned with the context in which statistics was being developed. I don't think anyone's mentioned Pearson & Kendall's book "Studies in the History of Statistics and Probability", vol 1 (was published by Griffin). This contains reprints of several excellent papers, including (e.g.) Major Greenwood's surveys of medical statistics, and Thomas Bayes' original paper. Other books (than Stigler's) are Joe Gani's "Making of Statisticians", F.N. David's "Games, Gods, and Gambling", and the recent two volume set of classics in statistics edited by Johnson and Kotz which has prefatory material followed by classical papers.
